केन्‍द्रीय जल शक्ति मंत्री, श्री गजेन्‍द्र सिंह शेखावत ने आज उत्तर प्रदेश के जल शक्ति कैबिनेट मंत्री श्री स्वतंत्र देव सिंह की वर्चुअल उपस्थिति में 'जिला गंगा समितियों (डीजीसी) की कार्य निष्‍पादन निगरानी प्रणाली' (जीडीपीएमएस) के लिए डिजिटल डैशबोर्ड का शुभारंभ किया। इस अवसर पर राष्ट्रीय स्वच्छ गंगा मिशन (एनएमसीजी) के महानिदेशक श्री जी.अशोक कुमार भी उपस्थित थे। बैठक में गंगा बेसिन की 100 से अधिक जिला गंगा समितियों के प्रतिनिधियों ने भी भाग लिया।

डैशबोर्ड की शुरूआत करने के बाद सभा को संबोधित करते हुए, केन्‍द्रीय जल शक्ति मंत्री, श्री गजेन्‍द्र सिंह शेखावत ने 4पी सिद्धांत- राजनीतिक इच्छाशक्ति, सार्वजनिक खर्च, साझेदारी और लोगों की भागीदारी के बारे में बात करके कार्यक्रम की शुरुआत की। उन्होंने कहा कि प्रधानमंत्री ने कई अवसरों पर नमामि गंगे को सफल बनाने में लोगों की भागीदारी के महत्व पर जोर दिया।

श्री शेखावत ने कहा कि सीवरेज प्रबंधन, घाट के विकास, जैव विविधता, वनीकरण, जल स्रोत कायाकल्प, दलदली संरक्षण और नेहरू युवा केन्‍द्र संगठन, गंगा प्रहरी आदि जैसे स्वयंसेवी संगठनों की भागीदारी प्रेरणादायी रही है। लेकिन, अभी भी एक लंबा रास्ता तय करना है और जो काम किया गया है उसे बनाए रखने के प्रयास भी किए जाने चाहिए।

केन्‍द्रीय मंत्री ने आगे कहा कि गंगा अविरल और निर्मल बनाने के लिए लोगों में स्वामित्व और कर्तव्य की भावना पैदा करने के लिए विभिन्न संगठनों के साथ साझेदारी में डीजीसी की जिम्मेदारी है। उन्होंने कहा, "यह सुनिश्चित करना डीजीसी की जिम्मेदारी है कि तैयार संपत्ति  का ठीक से उपयोग हो रहा है और वह कार्य कर रही है, कोई भी अनुपचारित पानी/ ठोस कचरा गंगा में नहीं जा रहा है, जलवायु परिवर्तन के प्रभावों को कम करने के लिए वनीकरण, जैव विविधता का संरक्षण और दलदल भूमि की उचित निगरानी की जा रही है।"

श्री शेखावत ने कहा कि आज शुरू किया गया डिजिटल डैशबोर्ड लोगों और नदी के बीच संबंध स्‍थापित करने में डीजीसी की मदद करेगा। यह बताते हुए कि कुछ डीजीसी नियमित बैठक नहीं कर रहे हैं, उन्होंने जिलाधिकारियों से यह सुनिश्चित करने का आग्रह किया कि गंगा की सफाई एक प्राथमिकता बने और जिलाधिकारियों की अध्यक्षता में गंगा नदी में सफाई सुनिश्चित की जाए।

केन्‍द्रीय मंत्री ने कहा कि गंगा की सफाई का मतलब उसकी सभी सहायक नदियों की सफाई है और यह महत्वपूर्ण है कि जिला अधिकारी गंगा बेसिन में नमामि गंगे कार्यक्रम के तहत तैयार संपत्ति का स्वामित्व लें और उनका सुचारू संचालन सुनिश्चित करें।

मंत्री ने डीजीसी 4एम पर जोर दिया और कहा कि यह आवश्यक है कि मासिक बैठकें निर्धारित समय (हर महीने के दूसरे शुक्रवार) पर आयोजित की जाएं। उन्होंने मासिक बैठकों सहित विभिन्न मापदंडों के आधार पर डीजीसी की कार्य पद्धति के विश्लेषण के बारे में भी चर्चा की और प्रतिस्पर्धा पैदा करने के लिए अच्छा काम करने वालों को धन्‍यवाद दिया।

अर्थ गंगा की चर्चा करते हुए, केन्‍द्रीय मंत्री ने कहा कि स्थानीय लोगों को लाभ पहुंचाने के लिए नदी के चारों ओर एक स्थायी आर्थिक मॉडल विकसित करने के उद्देश्‍य से गंगा के विश्व स्तर पर ज्ञात ब्रांड का उपयोग करना प्रधानमंत्री श्री नरेन्‍द्र मोदी की परिकल्‍पना है। उन्होंने कहा, "पर्यटक सर्किट, योग, एकेएएम, वास्तुकला, जैव विविधता आदि जैसे आर्थिक कार्यों को गंगा नदी के किनारे विकसित किया जाना चाहिए।

" उन्होंने कहा, "गंगा यात्रा एक और कार्य है जिस पर प्रधानमंत्री ने जोर दिया और मुझे खुशी है कि उत्तर राज्य प्रदेश ने यात्रा का संचालन किया।”

श्री स्वतंत्र देव सिंह ने कहा कि प्रधानमंत्री के नेतृत्व में नए जोश और दृष्टिकोण के साथ कार्य किया जा रहा है, जिससे लोगों के चेहरों पर मुस्कान आ रही है। उन्होंने नमामि गंगे के प्रयासों की सराहना की और कहा कि डीजीसी मां गंगा को साफ करने में मिली सफलता का उदाहरण हैं। उन्होंने आज डीजीसी डिजिटल डैशबोर्ड के शुभारंभ का हिस्सा बनने पर प्रसन्नता व्यक्त की और कहा कि इस तरह के कदम लोगों में एक अच्छा संदेश भेजते हैं।

केन्‍द्रीय जल शक्ति मंत्री और उत्‍तर प्रदेश के जल शक्ति मंत्री का स्वागत करते हुए एनएमसीजी के महानिदेशक ने अर्थ गंगा की अवधारणा की समीक्षा की, जिसमें गंगा नदी के आसपास एक स्थायी आर्थिक मॉडल के विकास की परिकल्पना की गई है और उसमें डीजीसी को महत्वपूर्ण भूमिका निभानी है।

जिला गंगा समिति फोरम (डीजीसी-4एम (मासिक, शासनादेश वाले, निरीक्षण के साथ और ब्‍यौरेवार) की बैठकों को शुरू करने के लिए नए प्रयोग की अवधारणा को समझाते हुए एनएमसीजी महानिदेशक ने जिलाधिकारियों से इसे अपने मासिक बैठक कार्यक्रम में शामिल करने का आग्रह किया।

उन्होंने कहा कि एजेंडा बैठकों के लिए तीन समूहों में तीन गुना हो सकता है - जिले में एनएमसीजी परियोजनाओं का शासनादेश एजेंडा ठोस और तरल कचरा लाने वाली नालियों की निगरानी, घाटों और श्मशान का कामकाज, प्राकृतिक/ जैविक खेती को बढ़ावा देना और दलदल भूमि का विकास आदि हो सकता है। राज्य और स्थानीय विशिष्ट एजेंडा रेत खनन, स्थानीय पूजा, डॉल्फ़िन का संरक्षण आदि जैसे जैव विविधता गतिविधि वाले मुद्दे और मौसमी एजेंडा जल संरक्षण अभियान हो सकत |

The Union Minister for Jal Shakti, Shri Gajendra Singh Shekhawat today launched the digital dashboard for 'Performance Monitoring System of District Ganga Committees (DGCs)' (GDPMS) in the virtual presence of Jal Shakti Cabinet Minister, Uttar Pradesh, Shri Swatantra Dev Singh. Shri G. Ashok Kumar, Director General, National Mission for Clean Ganga (NMCG) was also present on the occasion. Representatives of more than 100 District Ganga Committees of Ganga basin also participated in the meeting.

Addressing the gathering after launching the Dashboard, the Union Minister for Jal Shakti, Shri Gajendra Singh Shekhawat began the program by talking about the 4P principles- Political Will, Public Spending, Partnership and People's Participation. He said that on several occasions the Prime Minister emphasized the importance of people's participation in making Namami Gange a success.

Shri Shekhawat said that the participation of voluntary organizations like Sewerage Management, Ghat Development, Biodiversity, Afforestation, Water Resource Rejuvenation, Swamp Conservation and Nehru Yuva Kendra Sangathan, Ganga Prahari etc. have been inspiring. But, there is still a long way to go and efforts should also be made to maintain the work that has been done.

The Union Minister further said that it is the responsibility of the DGC in partnership with various organizations to inculcate a sense of ownership and duty among the people to make Ganga Aviral and Nirmal. He said, “It is the responsibility of the DGC to ensure that the finished asset is properly utilized and functioning, no untreated water/solid waste is going into the Ganga, to mitigate the effects of climate change. For afforestation, conservation of biodiversity and proper monitoring of marsh land is being done.

Shri Shekhawat said that the digital dashboard launched today will help DGC in establishing the link between the people and the river. Pointing out that some DGCs are not holding regular meetings, he urged the district magistrates to ensure that cleaning of Ganga becomes a priority and ensure cleanliness in river Ganga under the chairmanship of district magistrates.

The Union Minister said that cleaning of Ganga means cleaning of all its tributaries and it is important that the district authorities take ownership of the assets created under the Namami Gange program in the Ganga basin and ensure their smooth functioning.

The Minister emphasized on DGC 4M and said that it is necessary that the monthly meetings are held at the stipulated time (second Friday of every month). He also discussed about the analysis of the working of DGC on the basis of various parameters including monthly meetings and thanked those who have done good work in creating competition.

Referring to Arth Ganga, the Union Minister said that it is the vision of the Prime Minister Shri Narendra Modi to use the globally known brand of Ganga to develop a sustainable economic model around the river to benefit the local people. “Economic works like tourist circuit, yoga, AKAM, architecture, biodiversity etc should be developed on the banks of river Ganga,” he said. He said, “Ganga Yatra is another task that the Prime Minister emphasized and I am happy that Uttar Pradesh has conducted the Yatra.”

Shri Swatantra Dev Singh said that work is being done under the leadership of the Prime Minister with renewed vigor and vision, which is bringing smiles on the faces of the people. He appreciated the efforts of Namami Gange and said that DGC is an example of success in cleaning Maa Ganga. He expressed happiness to be a part of the launch of DGC Digital Dashboard today and said that such steps send a good message among the people.

Welcoming the Union Minister of Jal Shakti and the Minister of Jal Shakti, Uttar Pradesh, the Director General of NMCG reviewed the concept of Arth Ganga, which envisages development of a sustainable economic model around river Ganga and the role of DGC in it. Is.

Explaining the concept of new experiment to start the meetings of District Ganga Committee Forum (DGC-4M (Monthly, with mandate, inspection and detailed)) DG NMCG urged the District Magistrates to include it in their monthly meeting schedule He said that the agenda for the meetings could be tripled in three groups - mandate agenda of NMCG projects in the district, monitoring of drains carrying solid and liquid waste, functioning of Ghats and cremation grounds, promotion of natural/organic farming and swamp land. etc. State and local specific agendas may be biodiversity activity issues like sand mining, local worship, conservation of dolphins etc. and the seasonal agenda may be water conservation campaigns.
