गोवा, मणिपुर, पंजाब, उत्तराखंड और उत्तर प्रदेश की विधानसभाओं के लिए आम चुनाव |

गोवा, मणिपुर, पंजाब, उत्तराखंड और उत्तर प्रदेश की विधानसभाओं के लिए 690 विधानसभाओं के आम चुनाव और असम की 99-माजुली विधानसभा सीट के लिए उपचुनाव के संबंध में वोटों की गिनती 10.03.2022 (गुरुवार) को होनी है। मतगणना प्रक्रिया को सुचारू रूप से सुनिश्चित करने के लिए कुल मिलाकर 671 मतगणना पर्यवेक्षक, 130 पुलिस पर्यवेक्षक और 10 विशेष पर्यवेक्षक तैनात रहेंगे। आयोग ने मतगणना व्यवस्था की निगरानी के लिए दो विशेष अधिकारियों- मुख्य निर्वाचन अधिकारी दिल्ली से मेरठ और मुख्य निर्वाचन अधिकारी बिहार से वाराणसी को भी प्रतिनियुक्त किया है।

 (2) सभी मतगणना केन्द्रों पर विस्तृत एवं कड़ी व्यवस्था की गयी है। सभी स्ट्रांग रूम, जहां मतदान की गई ईवीएम रखी गई हैं, केंद्रीय सशस्त्र बलों द्वारा संचालित आंतरिक सुरक्षा के साथ-साथ तीन-स्तरीय सुरक्षा के दायरे में हैं। संबंधित उम्मीदवार चौबीसों घंटे सीसीटीवी के जरिए स्ट्रांग रूम की व्यवस्था पर नजर रखे हुए हैं।

 (3) चुनाव वाले राज्यों में, जिला प्रशासन ने मतगणना हॉल के आसपास सीआरपीसी की धारा 144 लगाई है ताकि यह सुनिश्चित किया जा सके कि शांति और व्यवस्था भंग न हो।

 (4) चुनाव के दौरान ईवीएम की तैनाती से संबंधित प्रत्येक चरण में राजनीतिक दल/उम्मीदवार शामिल होते हैं जिसमें निम्नलिखित शामिल हैं:

• ईवीएम रखे गए गोदाम खोलना और बंद करना |
• ईवीएम और वीवीपैट की प्रथम स्तर की जांच |
• एफएलसी के बाद प्रशिक्षण और जागरूकता के लिए ईवीएम और वीवीपैट को निकालना।
• ईवीएम और वीवीपैट का रैंडमाइजेशन |
• ईवीएम और वीवीपैट को चलाना |
• मतदान दलों के साथ ईवीएम और वीवीपीएटी का वितरण |
• मतदान के दिन मॉक पोल और वास्तविक मतदान |
• मतदान केंद्रों से मतदान केंद्र तक मतदान ईवीएम और वीवीपीएटी का परिवहन।
• मतदान ईवीएम और वीवीपैट का भंडारण |
• मतों की गिनती |

 (5) प्रत्येक चरण में, प्रत्येक ईवीएम (मतदान सहित) का क्रमांक राजनीतिक दलों/उम्मीदवारों के साथ साझा किया जाता है।

 (6) मतगणना के दिन सुबह 8 बजे से पहले प्राप्त डाक मतपत्रों की गिनती की जाएगी।

 (7) मतगणना से संबंधित महत्वपूर्ण बिंदु इस प्रकार हैं:

• पोस्टल बैलेट के लिए सुबह 08:00 बजे वोटों की गिनती की जाएगी और यह पूरी होने तक जारी रहेगी। ईटीपीबीएस और पोस्टल बैलेट की गिनती के सभी मौजूदा निर्देशों का पालन किया जाएगा।
• पोस्टल बैलेट पेपर की गिनती शुरू होने के 30 मिनट के अंतराल के बाद, ईवीएम के लिए वोटों की गिनती सुबह 08:30 बजे शुरू होगी। ईवीएम की गिनती 18 मई 2019 के ईसीआई निर्देशों के अनुसार पोस्टल बैलेट काउंटिंग के चरण के बावजूद जारी रहेगी।
• मतगणना के प्रत्येक दौर के बाद, निर्धारित प्रारूप में परिणाम का सारणीकरण किया जाएगा। इस पर आरओ और पर्यवेक्षक द्वारा हस्ताक्षर किए जाएंगे और एक प्रति उम्मीदवारों के साथ साझा की जाएगी। प्रत्येक दौर की गिनती के अनुसार परिणाम की घोषणा के बाद, अगले दौर की गिनती मौजूदा निर्देशों के अनुसार की जाएगी।
• डाक मतपत्र के परिणाम भी उम्मीदवारों के एजेंटों के हस्ताक्षर प्राप्त करने के बाद निर्धारित प्रारूप में साझा किए जाएंगे।
• 8 अप्रैल, 2019 को, भारत के माननीय सर्वोच्च न्यायालय ने हितधारकों की अधिक संतुष्टि के हित में, प्रत्येक विधानसभा क्षेत्र/सेगमेंट में 5 मतदान केंद्रों के लिए मौजूदा 1 मतदान केंद्र प्रति विधानसभा क्षेत्र से ईवीएम गणना के साथ मिलान करने के लिए वीवीपैट पर्चियों की संख्या के नमूने के आकार में वृद्धि की है। 7 मई, 2019 को भारत के माननीय सर्वोच्च न्यायालय द्वारा इस निर्णय की समीक्षा को भी खारिज कर दिया गया था। भारत के माननीय सर्वोच्च न्यायालय के उपरोक्त निर्देश का भारतीय निर्वाचन आयोग द्वारा हर चुनाव में सख्ती से पालन किया जा रहा है।
  • आरओ, एनकोर में प्रत्येक दौर की गिनती के अनुसार परिणामों की प्रविष्टि करेगा, जिसे ईसीआई की परिणाम वेबसाइट (https://results.eci.gov.in) पर प्रदर्शित किया जाएगा।
  • यदि जीत का अंतर मतगणना के समय अमान्य के रूप में खारिज किए गए पोस्टल बैलेट पेपरों की संख्या से कम है, तो सभी अस्वीकृत पोस्टल बैलेट पेपरों को 18 मई, 2019 के ईसीआई निर्देश के अनुसार परिणाम घोषित करने से पहले आरओ द्वारा अनिवार्य रूप से पुन: सत्यापित किया जाएगा। जब भी, इस तरह का पुन: सत्यापन किया जाता है, तो पूरी कार्यवाही की वीडियोग्राफी 21 जनवरी 2009 को ईसीआई के निर्देशों के अनुसार की जानी चाहिए।

8. आयोग ने समय-समय पर मतगणना से संबंधित विस्तृत निर्देश जारी किए हैं, जो गोवा, मणिपुर, पंजाब, उत्तराखंड और उत्तर प्रदेश की विधानसभाओं के आम चुनाव और असम के माजुली एसी- 99 के उप-चुनाव के मतगणना हॉल के अंदर अधिकृत व्यक्तियों को ही प्रवेश की अनुमति होगी।

11. मतगणना के प्रत्येक स्थल पर रुझानों के अनुसार प्रसार के लिए मीडिया सेंटर स्थापित किया गया है। मीडिया पास भी जारी किए गए हैं।
12. र परिणाम सूचना के प्रसार के लिए सभी मतगणना केंद्रों के अलावा निम्नलिखित माध्यमों पर 10.03.2022 को सुबह 8 बजे के बाद उपलब्ध होंगे:

1. परिणाम भारत निर्वाचन आयोग की वेबसाइट (https://results.eci.gov.in) पर प्रदर्शित किए जाते हैं और प्रत्येक निर्वाचन क्षेत्र के वर्तमान दौर के रुझान और परिणाम प्रदर्शित करने के लिए समय-समय पर अपडेट किए जाते हैं।

2. रुझान और परिणाम Google Play Store और Apple App Store पर उपलब्ध "मतदाता हेल्पलाइन ऐप" मोबाइल ऐप के माध्यम से भी उपलब्ध हैं।

 “वेबसाइट/मोबाइल ऐप संबंधित मतगणना केंद्रों से सिस्टम में रिटर्निंग अधिकारियों द्वारा भरी गई जानकारी प्रदर्शित करेंगे। चुनाव आयोग अपने-अपने मतगणना केंद्रों से सिस्टम में रिटर्निंग अधिकारियों द्वारा भरी जा रही सूचनाओं को प्रदर्शित करेगा। प्रत्येक विधानसभा के लिए अंतिम आंकड़े केवल फॉर्म 20 में साझा किये जाएगें।

12. ईवीएम आदि से संबंधित कुछ अफवाहें हैं, जो मतदान ईवीएम से पूरी तरह से असंबंधित हैं और प्रोटोकॉल के मामूली उल्लंघन के प्रत्येक मामले में आयोग द्वारा संबंधित अधिकारियों के खिलाफ त्वरित कार्रवाई की गई है।

13. किसी भी व्यक्ति को अफवाह फैलाने या गलत सूचना फैलाने में संलिप्त नहीं होना चाहिए। आयोग ने सीईओ और जिला प्रशासन को ऐसे उपद्रवियों और शरारतों के खिलाफ सख्त कानूनी कार्रवाई करने का निर्देश दिया है।

14. मतगणना प्रक्रिया को सुचारू और शांतिपूर्ण ढंग से पूरा करने के लिए आयोग राजनीतिक दलों और उम्मीदवारों सहित सभी संबंधित व्यक्तियों से पूर्ण सहयोग की अपेक्षा करता है।

General elections to the Legislative Assemblies of Goa, Manipur, Punjab, Uttarakhand and Uttar Pradesh, 2022 and to the 99-Majuli assembly seat of Assam

Regarding the by-election-counting.

Counting of votes in connection with the general election to the 690 Legislative Assemblies to the Legislative Assemblies of Goa, Manipur, Punjab, Uttarakhand and Uttar Pradesh and by-elections to the 99 Majuli assembly seat of Assam will be held on 10.03.2022 (Thursday). Altogether 671 Counting Supervisors, 130 Police Supervisors and 10 Special Observers will be deployed to ensure smooth counting of votes. The commission has also deputed two special officers- Chief Electoral Officer Delhi to Meerut and Chief Electoral Officer Bihar to Varanasi to oversee the counting system.

(2) Elaborate and strict arrangements have been made at all the counting centers. All the strong rooms, where the polled EVMs are kept, are under three-tier security along with internal security operated by the central armed forces. The concerned candidates are keeping an eye on the arrangement of the strong room through CCTV round the clock.

(3) In the election-held states, the district administration has imposed section 144 of CrPC around the counting hall to ensure that peace and order is not disturbed.

(4) Political parties/candidates are involved in each phase relating to deployment of EVMs during elections which includes the following:

Opening and closing of godowns where EVMs are kept.
Level 1 Verification of EVMs and VVPATs.
Removal of EVMs and VVPATs for training and awareness after FLC.
Randomization of EVMs and VVPATs.
Running of EVMs and VVPATs.
Distribution of EVMs and VVPATs with Polling Parties.

(5) In each phase, the serial number of each EVM (including voting) is shared with the political parties/candidates.

(6) Counting of postal ballots received before 8 am on the day of counting will be done.

(7) The important points related to the counting of votes are as follows:

Counting of votes for the postal ballot will be done at 08:00 am and will continue till its completion. All extant instructions for ETPBS and counting of postal ballots will be followed.
The counting of votes for the EVMs will start at 08:30 am, after a gap of 30 minutes from the start of the counting of the postal ballot papers. Counting of EVMs will continue irrespective of the phase of postal ballot counting as per ECI instructions dated 18th May 2019.
After each round of counting, tabulation of results in the prescribed format will be done. It will be signed by the RO and Supervisor and a copy will be shared with the candidates. After the declaration of the result as per the counting of each round, the next round of counting will be done as per the extant instructions.
The postal ballot results will also be shared in the prescribed format after obtaining the signatures of the agents of the candidates.
On April 8, 2019, the Hon'ble Supreme Court of India, in the interest of greater satisfaction of the stakeholders, issued VVPAT slips for 5 polling stations in each assembly constituency/segment to tally with the EVM count from the existing 1 polling station per assembly constituency. The number of samples is increased in size. The review of this decision was also rejected by the Hon'ble Supreme Court of India on 7th May, 2019. The above directive of the Hon'ble Supreme Court of India is being strictly followed in every election by the Election Commission of India.
The RO will enter the results as counted for each round in the Encore, which will be displayed on the result website of ECI (https://results.eci.gov.in).
If the winning margin is less than the number of Postal Ballot Papers rejected as invalid at the time of counting of votes, then all the rejected Postal Ballot Papers will be compulsorily re-contested by the RO before declaration of result as per ECI instruction dated 18th May, 2019. : Will be verified. Whenever, such re-verification is done, the entire proceedings should be videographed as per ECI instructions on 21st January 2009.
The Commission has issued detailed instructions related to counting of votes from time to time, for the general elections to the Legislative Assemblies of Goa, Manipur, Punjab, Uttarakhand and Uttar Pradesh and the by-elections of Majuli AC-99 in Assam to the authorized persons inside the counting hall. Only entry will be allowed.

The results will be available after 8 am on 10.03.2022 on 10.03.2022 on the following mediums apart from all the counting centers for dissemination of information:

1. The results are displayed on the website of the Election Commission of India (https://results.eci.gov.in) and are updated from time to time to display the current round trends and results of each constituency.

2. Trends & Results also available through "Voter Helpline App" mobile app available on Google Play Store  and Apple App Store.
