केंद्रीय सामाजिक न्याय और अधिकारिता मंत्री डॉ. वीरेंद्र कुमार  से दिव्यांगता से जुड़े क्षेत्रों में सहयोग पर चर्चा करने के लिए  ऑस्ट्रेलिया के एक प्रतिनिधिमंडल ने मुलाकात की |

एक ऑस्ट्रेलियाई प्रतिनिधिमंडल ने जिसमें मेलबर्न विश्वविद्यालय के अधिकारी भी शामिल थे, आज दिव्यांगता क्षेत्र में सहयोग और भविष्य से संबंधित विभिन्न मुद्दों पर चर्चा करने के लिए केंद्रीय सामाजिक न्याय और अधिकारिता मंत्री डॉ. वीरेंद्र कुमार से उनके कार्यालय में मुलाकात की।

प्रतिनिधिमंडल में प्रोफेसल माइकल वेस्ले, उप कुलपति, प्रोफेसर एम अशोक कुमार, सहायक उप कुलपति, प्रोफेसर एम ओ'ब्रायन, डीन विज्ञान संकाय, प्रोफेसर नैथन ग्रिल्स और सुश्री लिसा सिंह मुख्य कार्यकारी अधिकारी, ऑस्ट्रेलिया- इंडिया इंस्टीट्यूट ने  दिव्यांगता क्षेत्र में सहयोग के लिए भारत सरकार और ऑस्ट्रेलिया सरकार के बीच 22 नवंबर, 2018 को हस्ताक्षरित समझौता ज्ञापन के कार्यान्वयन की प्रगति पर  मुख्य रूप से चर्चा की।  ऑस्ट्रेलियाई प्रतिनिधिमंडल के सदस्यों ने समझौता ज्ञापन को लागू करने में अब तक हुई प्रगति की सराहना की।

उपरोक्त एमओयू में शामिल सहयोग के क्षेत्रों में अन्य बातों के साथ-साथ दिव्यांगता नीति और सेवाओं का वितरण, दिव्यांगता की रोकथाम के लिए शीघ्र पहचान और मदद, सामुदायिक पहुंच, शिक्षा और प्रशिक्षण, क्षमता निर्माण और दिव्यांगता क्षेत्र में निवेश को बढ़ावा देना शामिल है। मेलबर्न विश्वविद्यालय एमओयू के कार्यान्वयन के लिए ऑस्ट्रेलियाई उच्चायोग, नई दिल्ली द्वारा नामित ऑस्ट्रेलियाई पक्ष की कार्यान्वयन एजेंसी है।

डॉ. वीरेंद्र कुमार ने समुदाय आधारित समावेशी विकास (सीबीआईडी) कार्यक्रम पर छह महीने के पाठ्यक्रम को विकसित करने में मेलबर्न विश्वविद्यालय और डीईपीडब्ल्यूडी के योगदान की सराहना की, जिसे तब से देश भर के 16 संस्थानों में पायलट आधार पर शुरू किया गया है। उन्होंने सुझाव दिया कि एक बार जब राष्ट्रीय मानसिक स्वास्थ्य पुनर्वास संस्थान (एनआईएमएचआर) पूरी तरह कार्यात्मक हो जाता है, तो मेलबर्न विश्वविद्यालय प्रशिक्षण कार्यक्रमों के आदान-प्रदान के माध्यम से संस्थान के क्षमता विकास में महत्वपूर्ण भूमिका निभा सकता है।

केंद्रीय मंत्री ने यह भी माना कि एनआईएमएचआर और मेलबर्न विश्वविद्यालय दोनों मानसिक बीमारी वाले व्यक्तियों के पुनर्वास के लिए संयुक्त अनुसंधान और मॉडल एवं मानक संचालन प्रक्रिया विकसित करने के लिए मिलकर काम कर सकते हैं।

दोनों पक्ष पुनर्वास क्षेत्र में जिसमें मानसिक स्वास्थ्य पुनर्वास भी शामिल है पाठ्यक्रम/मॉड्यूल विकसित करने के लिए एक कार्यबल के गठन पर भी सहमत हुए हैं। डीईपीडब्लूडी के तहत राष्ट्रीय संस्थान भी एमओयू के तहत मेलबर्न विश्वविद्यालय के साथ सहयोग करेंगे।

सचिव, डीईपीडब्ल्यूडी, सुश्री अंजलि भावरा और उनकी टीम जिसमें संयुक्त सचिव श्री राजेश यादव और श्री राजीव शर्मा  और अन्य अधिकारी शामिल थे, ऑस्ट्रेलियाई प्रतिनिधिमंडल के साथ चर्चा के दौरान उपस्थित रहे।

An Australian delegation met the Union Minister of Social Justice and Empowerment, Dr. Virendra Kumar, to discuss cooperation in the areas of disability.

The Australian delegation appreciated the progress made in the implementation of the Memorandum of Understanding between the Government of India and the Government of Australia for cooperation in the areas of disability.

Dr. Virendra Kumar appreciated the University of Melbourne and DEPWD for developing a six-month curriculum on Community Based Inclusive Development (CBID) programme.

Both sides also agreed to constitute a task force to develop courses/modules in the field of rehabilitation, including mental health rehabilitation.

An Australian delegation, including officials from the University of Melbourne, called on the Union Minister for Social Justice and Empowerment, Dr. Virendra Kumar, in his office today to discuss various issues related to cooperation and future in the disability sector.

The delegation included Professor Michael Wesley, Vice Chancellor, Professor M Ashok Kumar, Assistant Vice Chancellor, Professor M O'Brien, Dean Faculty of Science, Professor Nathan Grylls and Ms Lisa Singh, Chief Executive Officer, Australia-India Institute for cooperation in the field of disability.

Discussed mainly on the progress of implementation of the Memorandum of Understanding (MoU) signed between the Government of India and the Government of Australia on November 22, 2018. Members of the Australian delegation appreciated the progress made so far in implementing the MoU.

The areas of cooperation included in the above MoU include, inter alia, disability policy and delivery of services, early detection and support for prevention of disability, community outreach, education and training, capacity building and promotion of investment in the disability sector.

The University of Melbourne is the implementing agency of the Australian side designated by the Australian High Commission, New Delhi for the implementation of the MoU.

Dr. Virendra Kumar appreciated the contribution of the University of Melbourne and DEPWD in developing the six-month curriculum on Community Based Inclusive Development (CBID) programme, which has since been launched on a pilot basis in 16 institutions across the country.

He suggested that once the National Institute of Mental Health Rehabilitation (NIMHR) becomes fully functional, the University of Melbourne can play an important role in capacity development of the institute through exchange of training programmes.

The Union Minister also recognized that both the NIMHR and the University of Melbourne can work together to conduct joint research and develop models and standard operating procedures for rehabilitation of persons with mental illness.

Both sides have also agreed to constitute a task force to develop courses/modules in the rehabilitation sector, including mental health rehabilitation. National Institutes under DEPWD will also collaborate with the University of Melbourne under the MoU.

Secretary, DEPWD, Ms Anjali Bhavra and her team comprising Joint Secretaries Mr Rajesh Yadav and Mr Rajeev Sharma and other officials were present during the discussion with the Australian delegation.
