भारत और बांग्लादेश के बीच वाणिज्य सचिव स्तर की बैठक|

भारत और बांग्लादेश के बीच 4 मार्च, 2022 को नई दिल्ली में वाणिज्य सचिव स्तर की बैठक हुई। भारतीय प्रतिनिधिमंडल का नेतृत्व वाणिज्य सचिव, श्री बी. वी. आर. सुब्रहमण्यम ने और बांग्लादेश के प्रतिनिधिमंडल का नेतृत्व वरिष्ठ सचिव, वाणिज्य मंत्रालय, श्री तपन कांति घोष ने किया।

दोनों पक्षों ने रेलवे इन्फ्रास्ट्रक्चर, बंदरगाह इन्फ्रास्ट्रक्चर के विकास, समग्र आर्थिक भागीदारी समझौता (सीईपीए) पर संयुक्त अध्ययन, बॉर्डर हाट, मल्टी-मॉडल ट्रांसपोर्टेशन के माध्यम से क्षेत्रीय संपर्क, मानकों का अनुकूलीकरण, परस्पर मान्य समझौता सहित आपसी हित के विभिन्न मुद्दों पर व्यापक विचार-विमर्श हुआ।

कई मुद्दों पर चर्चा के साथ, दोनों देशों के प्रतिनिधिमंडल ने एजेंडे में शामिल निम्नलिखित बिंदुओं पर प्रगति की सराहना की गई: -

· हाल के वर्षों में दोनों देशों के बीच द्विपक्षीय व्यापार में खासी बढ़ोतरी देखने को मिली है- बांग्लादेश, भारत का छठा सबसे बड़ा व्यापारिक भागीदार है।

· रेलवे के माध्यम से भारत-बांग्लादेश के बीच व्यापार को सुविधाजनक बनाने के लिए

• ) सिराजगंज बाजार में एक कंटेनर हैंडलिंग फैसिलिटी के विकास के लिए एक विस्तृत परियोजना प्रस्ताव (डीपीपी) को स्वीकृति दी गई।
• ) भारत-बांग्लादेश के बीच मालगाड़ियों के संचालन के लिए, बेनापोल में 900 मीटर की नई साइडिंग लाइन का निर्माण किया गया है।
• ) दर्साना होते हुए रेल के द्वारा भारत को सभी कमोडिटीज के आयात को अनुमति देने के लिए, दर्साना में लोडिंग और अनलोडिंग प्लेटफॉर्म के निर्माण को पूरा किया गया है।
• ) ईश्वरदी में आईसीडी आधारित रेल और सड़क के विकास के लिए, डीपीपी को स्वीकृति दी गई है।

· बांग्लादेश द्वारा खाली वापस आने वाले रेलवे वैगन/ कंटेनरों के उपयोग पर सहमति दी गई- इससे भारत से बांग्लादेश को होने वाले निर्यात की कुल ढुलाई लागत कम हो जाएगी।

· बॉर्डर हाट्स – ये कोविड प्रतिबंधों के चलते बंद हो गए हैं, जिन्हें अब जल्द ही फिर से शुरू कर दिया जाएगा।

· पेत्रपोल-बेनापोल इंटिग्रेटेड चेक पोस्ट (आईसीबी) के 24x7 परिचालन को जल्द ही लागू किया जाएगा।

· आईसीपी/ लैंड कस्टम्स स्टेशनों पर खासी प्रगति हुई है।

· दोनों देशों के बीच मल्टी-मॉडल परिवहन के माध्यम से क्षेत्रीय संपर्क को मजबूत किया गया है।

· सीईपीए अध्ययन को जल्द से जल्द अंतिम रूप दिया जाएगा।

· सीईओ फोरम की पहली बैठक जल्द।

इस बैठक से पहले नई दिल्ली में 2-3 मार्च को वाणिज्य एवं उद्योग मंत्रालय, भारत सरकार और वाणिज्य मंत्रालय, बांग्लादेश सरकार के संयुक्त/ अपर सचिवों के स्तर की व्यापार पर संयुक्त कार्यकारी समूह (जेडब्ल्यूजी) की 14वीं बैठक हुई थी। इस दौरान परस्पर हित के विभिन्न क्षेत्रों पर व्यापक विचार-विमर्श हुआ।

इसमें जेडब्ल्यूजी और वाणिज्य सचिवों की अगली बैठक तय तारीखों पर बांग्लादेश में करने पर आपसी सहमति बनी।

India-Bangladesh joint study on CEPA will be finalized soon.

The Commerce Secretary-level meeting between India and Bangladesh was held in New Delhi on March 4, 2022. The Indian delegation was led by the Commerce Secretary, Shri B. we are. Subramaniam and the Bangladesh delegation was led by Shri Tapan Kanti Ghosh, Senior Secretary, Ministry of Commerce.

Both sides discussed various issues of mutual interest including railway infrastructure, development of port infrastructure, joint study on Comprehensive Economic Partnership Agreement (CEPA), border haats, regional connectivity through multi-modal transportation, customisation of standards, mutually recognized agreement. Discussion took place.

With a number of issues discussed, the delegations from both the countries appreciated the progress on the following points included in the agenda:-

Bilateral trade between the two countries has seen a significant increase in recent years – Bangladesh is India's sixth largest trading partner.

To facilitate trade between India-Bangladesh through railways

) A Detailed Project Proposal (DPP) for development of a container handling facility at Sirajganj Bazar has been approved.
) For the operation of goods trains between India-Bangladesh, a new siding line of 900 meters has been constructed at Benapole.
) In order to allow import of all commodities to India by rail via Darsana, the construction of loading and unloading platform at Darsana has been completed.
) For development of ICD based rail and road in Ishwardi, DPP has been approved.

Bangladesh agreed to use empty return railway wagons/containers- this will reduce the total transportation cost of exports from India to Bangladesh.

Border Haats – These are closed due to COVID restrictions, which will now be restarted soon.

24x7 operation of  Petrapole-Benapole Integrated Check Post (ICB) will be implemented soon.

Significant progress has been made at ICP/ Land Customs stations.

Regional connectivity has been strengthened through multi-modal transport between the two countries.

The CEPA study will be finalized at the earliest.

The first meeting of the CEO Forum soon.

The meeting was preceded by the 14th meeting of the Joint Working Group (JWG) on Trade at the level of Joint/Additional Secretaries of the Ministry of Commerce & Industry, Government of India and Ministry of Commerce, Government of Bangladesh, in New Delhi on 2-3 March. During this, extensive discussions took place on various areas of mutual interest.

In this, it was mutually agreed to hold the next meeting of JWG and Commerce Secretaries in Bangladesh on the fixed dates.
