'खेल' राज्य का विषय होने के कारण, जमीनी स्तर पर खेल संस्कृति को बढ़ावा देने की जिम्मेदारी मुख्य रूप से संबंधित राज्य/केंद्र शासित प्रदेश की सरकारों की होती है।

केंद्र सरकार उनके प्रयासों की प्रतिपूर्ति करती है। हालांकि, यह मंत्रालय 'खेलो इंडिया - राष्ट्रीय खेल विकास कार्यक्रम' योजना (खेलो इंडिया योजना) नामक एक केंद्रीय योजना चलाता है। खेलो इंडिया योजना के 'प्रतिभा खोज और विकास' घटक के तहत, जमीनी स्तर पर दो श्रेणियों में खेल में संभावित प्रतिभा की पहचान और सिद्ध प्रतिभा की पहचान के तहत प्रतिभा खोज का आयोजन किया जाता है।

प्रतिभा की पहचान करने के लिए देश को 05 क्षेत्रों में विभाजित किया गया है, अर्थात् उत्तर, पूर्व, पश्चिम, दक्षिण और उत्तर-पूर्व क्षेत्र। संभावित और सिद्ध एथलीटों का चयन करने के लिए देश के हर कोने तक पहुंचने के लिए ग्रासरूट जोनल टैलेंट आइडेंटिफिकेशन कमेटी का गठन किया गया है।

इसके अलावा, राष्ट्रीय खेल प्रतिभा प्रतियोगिता (एनएसटीसी) योजना के तहत, प्रतिभाशाली बच्चों का चयन 8-14 वर्ष के आयु वर्ग में किया जाता है और उन्हें भारतीय खेल प्राधिकरण (एसएआई) केंद्रों में एक अच्छी तरह से संरचित प्रणाली के माध्यम से प्रशिक्षित किया जाता है।

विभिन्न प्रकार के परीक्षणों में प्रशिक्षुओं के निष्पादन और शुरुआत के समय उपलब्धियों को स्पष्ट रूप से प्रलेखित किया जाता है। देशी खेलों में प्रतिभा की खोज प्रतिभागियों के बीच खुली प्रतियोगिता के आधार पर की जाती है। एक चयन समिति द्वारा चयन किया जाता है, जिसमें भारतीय खेल प्राधिकरण,

राष्ट्रीय खेल संघ, भारतीय खेल प्राधिकरण के प्रशिक्षक, संबंधित खेल के गुरु / संरक्षक आदि के प्रतिनिधि शामिल होते हैं। इस आधार पर पहचाने जाने वाले खिलाड़ियों को आयु सत्यापन, चिकित्सा परीक्षा, आदि के बाद प्रवेश की पेशकश की जाती है।

खिलाड़ियों को वैश्विक मानकों की गुणवत्तापूर्ण कोचिंग प्रदान करने के लिए, भारतीय खेल प्राधिकरणI स्थापित और पदक विजेता खिलाड़ियों को कोच के रूप में भर्ती करता है।

इसके अलावा, जमीनी स्तर पर देश में खेल इको-सिस्टम को मजबूत करने के लिए सरकार के दृष्टिकोण के एक हिस्से के रूप में, एक कम लागत वाली, प्रभावी खेल प्रशिक्षण तंत्र विकसित किया गया है, जिसमें पिछले "चैंपियन एथलीट" प्रशिक्षकों के रूप में और देश भर में विभिन्न खेलो इंडिया केंद्रों में प्रशिक्षुओं के प्रशिक्षक एवं संरक्षक हैं, जो उनके लिए आय का एक निरंतर स्रोत भी सुनिश्चित करेंगे।

खेलो इंडिया योजना के घटक 'खेल बुनियादी ढांचे के उपयोग और निर्माण/उन्नयन' के तहत, इस मंत्रालय ने पिछले तीन वर्षों के दौरान गुजरात राज्य में दो खेल बुनियादी ढांचा परियोजनाओं - 5.00 करोड़ रुपए की लागत से वडोदरा जिले के वलवाव में "स्वर्णिम गुजरात खेल विश्वविद्यालय में स्विमिंग पूल का निर्माण" और 583.99 करोड़ रुपए की लागत से "नारनपुरा में खेल परिसर का निर्माण" को मंजूरी दी है।
