ऑटोमोबिल और ऑटो कंपोनेंट संबंधी उत्पादन-संबद्ध प्रोत्साहन(पीएलआई) स्कीम पांच वर्ष की अवधि के लिए 74,850 करोड़ रुपए का निवेश प्रस्ताव आकर्षित करने में सफल रही है जबकि अनुमानित लक्ष्य 42,500 करोड़ रुपए के निवेश का ही था |

इस पीएलआई स्कीम में कुल 95 आवेदकों को मंज़ूरी दी गई है “कंपोनेंट चैंपियन प्रोत्साहन स्कीम” के अंतर्गत 75 आवेदकों को मंजूरी दी गई है और “चैम्पियन ओईएम प्रोत्साहन स्कीम” के अंतर्गत 20 आवेदन पहले ही अनुमोदित किए जा चुके हैं |

कंपोनेंट चैम्पियन प्रोत्साहन स्कीम के अंतर्गत अनुमोदित आवेदकों से 29,834 करोड़ रुपए के निवेश प्रस्ताव और चैम्पियन ओईएम प्रोत्साहन स्कीम के अंतर्गत अनुमोदित आवेदकों से 45,016 करोड़ रुपए के निवेश प्रस्ताव को देखते हुए दिलचस्पी के लिहाज से यह स्कीम अत्यन्त सफल रही है |

ऑटोमोटिव क्षेत्र के लिए पीएलआई स्कीम के उन्नत ऑटोमोटिव प्रौद्योगिकी उत्पादों की स्वदेशी आपूर्ति श्रृंखला में नए निवेश के लिए उद्योग को 18 प्रतिशत तक का प्रोत्साहन |

ऑटोमोबिल और ऑटो कंपोनेंट संबंधी पीएलआई स्कीम (25,938 करोड़ रुपए) और एसीसी संबंधी पीएलआई (18,100 करोड़ रुपए) के साथ फेम स्कीम (10,000 करोड़ रुपए) से भारत पर्यावरण की दृष्टि से अधिक स्वच्छ, टिकाऊ, उन्नत और अधिक कुशल इलेक्ट्रिक वाहन प्रणाली को तेज़ी से अपना सकेगा।

माननीय प्रधानमंत्री जी के मेक इन इंडिया और आत्मनिर्भर भारत अभियान को तीव्र गति मिलेगी।

भारत में ऑटोमोबिल और ऑटो कंपोनेंट उद्योग के लिए उत्पादन संबद्ध-प्रोत्साहन (पीएलआई) स्कीम 74,850 करोड़ रुपए का निवेश प्रस्ताव आकर्षित करने में सफल रही है जबकि निवेश का अनुमानित लक्ष्य पांच वर्ष की अवधि के लिए 42,500 करोड़ रुपए ही था। 45,016 करोड़ रुपए का निवेश प्रस्ताव चैम्पियन ओईएम प्रोत्साहन स्कीम के अंतर्गत अनुमोदित आवेदकों से और 29,834 करोड़ रुपए का निवेश प्रस्ताव कंपोनेंट चैम्पियन प्रोत्साहन स्कीम के अंतर्गत अनुमोदित आवेदकों से प्राप्त हुआ है।

23 सितंबर, 2021 को अधिसूचित भारत में ऑटोमोबिल और ऑटो कंपोनेंट उद्योग के लिए उत्पादन-संबद्ध प्रोत्साहन (पीएलआई) स्कीम के अंतर्गत कुल 115 कंपनियों ने आवेदन किए थे। इनमें से 5 (पांच) ऑटो ओईएम कंपनियों ने स्कीम के दोनों भागों के लिए आवेदन किए थे। स्कीम के अंतर्गत आवेदन की सुविधा 9 जनवरी, 2022 के 23:59:59 बजे तक उपलब्ध थी। इस स्कीम के अंतर्गत प्रोत्साहन 01 अप्रैल, 2022 से 5 अनवरत वर्षों की अवधि के लिए भारत में उन्नत ऑटोमोटिव प्रौद्योगिकी उत्पादों की निश्चित बिक्री पर उपलब्ध हैं।

केंद्रीय भारी उद्योग मंत्री डॉ. महेन्द्रनाथ पांडे जी ने  पीएलआई की जबरदस्त प्रतिक्रिया पर कहा, “उद्योग ने विश्व स्तर के विनिर्माण गंतव्य के रूप में भारत की शानदार प्रगति में अपना विश्वास व्यक्त किया है जो माननीय प्रधान मंत्री जी के आत्मनिर्भर भारत के आह्वान के साथ दृढ़ता से प्रतिध्वनित होता है। भारत निश्चित रूप से स्वच्छ, टिकाऊ, उन्नत और अधिक कुशल इलेक्ट्रिक वाहन (ईवी) आधारित प्रणाली की दिशा में एक बड़ी छलांग लगाएगा। भारत को मैन्युफैक्चरिंग हब बनाने की दिशा में यह एक बड़ा कदम है।”

सरकार ने उन्नत ऑटोमोटिव उत्पादों के क्षेत्र में भारत की विनिर्माण क्षमता बढ़ाने के उद्देश्य से देश में ऑटोमोबिल और ऑटो कंपोनेंट उद्योग हेतु उत्पादन-संबद्ध प्रोत्साहन (पीएलआई) स्कीम के लिए 25,938 करोड़ रुपए के बजटीय परिव्यय को मंज़ूरी दी थी। ऑटोमोबिल और ऑटो कंपोनेंट उद्योग संबंधी उत्पादन-संबद्ध प्रोत्साहन (पीएलआई) स्कीम में उन्नत ऑटोमोटिव प्रौद्योगिकी उत्पादों के घरेलू विनिर्माण को बढ़ावा देने तथा ऑटोमोटिव विनिर्माण मूल्य श्रृंखला में निवेश आकर्षित करने के लिए वित्तीय प्रोत्साहन का प्रावधान किया गया है। इसके मुख्य उद्देश्यों में लागत की अधिकता को कम करना, बड़े पैमाने की अर्थव्यवस्था सृजित करना और उन्नत ऑटोमोटिव उत्पादों के क्षेत्रों में सशक्त आपूर्ति-श्रृंखला का निर्माण करना है। इससे रोज़गार भी सृजित होगा। इस स्कीम से ऑटोमोबिल उद्योग की स्थिति बेहतर होगी और यह उच्चतर मूल्यवर्धित उत्पादों की मूल्य श्रृंखला में शामिल हो सकेगा।

इस स्कीम के दो भाग हैं-चैम्पियन ओईएम प्रोत्साहन स्कीम और कंपोनेंट चैंपियन प्रोत्साहन स्कीम।

इस पीएलआई स्कीम के अंतर्गत कुल 95 आवेदन प्राप्त हुए हैं। भारी उद्योग मंत्रालय ने इससे पूर्व, चैंपियन ओईएम प्रोत्साहन स्कीम के लिए 20 आवेदकों (उनके 12 अनुषंगियों सहित) को मंज़ूरी दी थी। साथ ही, भारी उद्योग मंत्रालय ने कंपोनोंट चैम्पियन प्रोत्साहन स्कीम के अंतर्गत प्राप्त आवेदनों को प्रसंस्कृत किया है और स्कीम की इस श्रेणी के अंतर्गत 75 आवेदकों (उनके 56 अनुषंगियों सहित) कोमंज़ूरी दी गई है। स्कीम के दोनों भागों के लिए दो ऑटो ओईएम कंपनियों को मंज़ूरी दी गई है।

The Production Linked Incentive (PLI) Scheme on Automobil and Auto Components has been successful in attracting investment proposals of Rs 74,850 crore for a period of five years as against the estimated target of Rs 42,500 crore.

A total of 95 applicants have been approved in this PLI scheme, 75 applicants have been approved under “Component Champion Incentive Scheme” and 20 applications have already been approved under “Champion OEM Incentive Scheme”

The scheme has been highly successful in terms of interest considering investment proposals of Rs.29,834 crore from approved applicants under Component Champion Incentive Scheme and Rs.45,016 crore from approved applicants under Champion OEM Incentive Scheme.

The Production Linked-Incentive (PLI) scheme for the Automobil and Auto Component Industry in India has been successful in attracting investment proposals of Rs 74,850 crore against the estimated investment target of Rs 42,500 crore for a period of five years. An investment proposal of Rs.45,016 crore has been received from applicants approved under Champion OEM Incentive Scheme and Rs.29,834 crore has been received from applicants approved under Component Champion Incentive Scheme.

A total of 115 companies had applied under the Production-Linked Incentive (PLI) Scheme for the Automobile and Auto Component Industry in India notified on 23rd September, 2021. Out of these, 5 (five) auto OEM companies had applied for both the parts of the scheme. The facility of application under the scheme was available till 23:59:59 hrs of January 9, 2022. Incentives under this scheme are available on fixed sale of advanced automotive technology products in India for a period of 5 continuous years with effect from April 01, 2022.

Union Minister of Heavy Industries Dr. Mahendra Nath Pandey ji said on the overwhelming response of PLI, “The industry has expressed its confidence in India’s spectacular progress as a world class manufacturing destination which is in line with Hon’ble Prime Minister’s call for a self-reliant India. resonates strongly. India will definitely take a big leap towards a cleaner, sustainable, advanced and more efficient Electric Vehicle (EV) based system. This is a big step towards making India a manufacturing hub.”

The government had approved a budgetary outlay of Rs 25,938 crore for the Production-Linked Incentive (PLI) scheme for the automobile and auto component industry in the country with a view to increase India's manufacturing capacity in the advanced automotive products segment. The Production-Linked Incentive (PLI) Scheme on Automobil and Auto Component Industries provides financial incentives to promote domestic manufacturing of advanced automotive technology products and attract investments in the automotive manufacturing value chain. Its main objectives are to reduce cost overruns, create economies of scale and build a strong supply-chain in the areas of advanced automotive products. This will also create employment. This scheme will improve the position of the automobile industry and enable it to join the value chain of higher value added products.

The scheme has two parts - Champion OEM Incentive Scheme and Component Champion Incentive Scheme.

A total of 95 applications have been received under this PLI scheme. Earlier, the Ministry of Heavy Industries had approved 20 applicants (including 12 of their subsidiaries) for the Champion OEM Incentive Scheme. Further, the Ministry of Heavy Industries has processed the applications received under the Component Champion Incentive Scheme and 75 applicants (including their 56 subsidiaries) have been approved under this category of the scheme. Two auto OEM companies have been approved for both the parts of the scheme.
