PM का राष्ट्र के नाम संबोधन: 14 महीने बाद तीनों कृषि कानून वापस

पिछले एक साल से किसान आंदोलन की वजह बने तीनों नए कृषि कानून केंद्र सरकार ने वापस ले लिए हैं। शुक्रवार को देश के नाम अपने संबोधन में प्रधानमंत्री मोदी ने यह बड़ा ऐलान किया। अपने 18 मिनट के संबोधन में मोदी ने कहा कि सरकार तीनों कृषि कानूनों को नेक नीयत के साथ लाई थी, लेकिन यह बात हम किसानों को समझा नहीं पाए।

मोदी ने कहा कि हम पूरी विनम्रता से किसानों को समझाते रहे। बातचीत भी होती रही। कानून के जिन प्रावधानों पर उन्हें एतराज था उन्हें सरकार बदलने को तैयार हो गई। साथियों मैं आज गुरु नानक देवजी का पवित्र पर्व है यह समय किसी को दोष देने का नही है। मैं आज यह पूरे देश को यह बताने आया हूं कि हमने तीनों कृषि कानून वापस लेने का फैसला लेने का फैसला करता हूं। इसी महीने हम इसे वापस लेने की प्रक्रिया पूरी कर देंगे।

किसानों पर केंद्रित रहा मोदी का 18 मिनट का संबोधन

तीनों नए कृषि कानूनों को 17 सितंबर, 2020 को लोकसभा ने मंजूर किए थे। राष्ट्रपति ने तीनों कानूनों के प्रस्ताव पर 27 सिंतबर को दस्तखत किए थे। इसके बाद से ही किसान संगठनों ने कृषि कानूनों के खिलाफ आंदोलन शुरू कर दिया था। पिछले एक साल से किसान दिल्ली के बॉर्डर पर धरना दे रहे थे। प्रकाश पर्व पर मोदी का संबोधन सुबह 9 बजे शुरू हुआ। यह कोरोना के दौर में देश के नाम उनका 11वां संदेश था। इस बार 18 मिनट का उनका पूरा जोर किसानों पर ही रहा।

प्रकाश पर्व की शुभकामनाओं के साथ शुरुआत की

मोदी ने कहा, 'मेरे प्यारे देशवासियों आज देव दीपावली का पावन पर्व है। आज गुरुनानक देव जी का भी पावन प्रकाश पर्व है। मैं विश्व में सभी लोगों और सभी देशवासियों को बधाई देता हूं। यह भी बेहद सुखद है कि डेढ़ साल बात करतारपुर साहिब कॉरिडोर फिर से खुल गया है। गुरुनानक देव जी ने कहा है कि संसार में सेवा का मार्ग अपनाने से ही जीवन सफल होता है। हमारी सरकार इसी सेवा भावना के साथ देशवासियों का जीवन आसान बनाने में जुटी है। न जाने कितनी पीढ़ियां जिन सपनों को सच होते देखना चाहती थीं, भारत उन्हें साकार करने की कोशिश कर रहा है।

किसान कल्याण को सर्वोच्च प्राथमिकता

प्रधानमंत्री ने कहा- मैंने किसानों की परेशानियों और चुनौतियों को बहुत करीब से देखा है। जब देश ने मुझे 2014 में प्रधानमंत्री के तौर पर देश की सेवा का मौका दिया, तो हमने किसान कल्याण को सर्वोच्च प्राथमिकता दी। बहुत लोग अनजान हैं कि देश के 100 में से 80 किसान छोटे किसान हैं। उनके पास 2 हैक्टेयर से भी कम जमीन है। इनकी संख्या 10 करोड़ से भी ज्यादा है। उनकी जिंदगी का आधार यही छोटी सी जमीन का टुकड़ा है।

मोदी ने कहा कि ये किसान इसी जमीन से अपने परिवार का गुजारा करते हैं, इसलिए देश के छोटे किसानों की परेशानियों को दूर करने के लिए बाजार, बीमा, बीज और बचत पर चौतरफा काम किया। हमने किसानों को अच्छी क्वालिटी के बीज के साथ नीम कोटेड यूरिया और सॉयल हेल्थ कार्ड जैसी सुविधा दी। इन प्रयासों से प्रोडक्शन बढ़ा। हमने फसल बीमा योजना से ज्यादा से ज्यादा किसानों को जोड़ा। बीते चार साल में एक लाख करोड़ से अधिक का मुआवजा किसान भाई-बहनों को मिला है।

PM ने कहा- हम छोटे किसानों के लिए बीमा और पेंशन की सुविधा भी लाए। हम उनकी सुविधाओं को ध्यान रखते हुए उनके खातों में सीधे एक लाख 62 हजार करोड़ रुपए ट्रांसफर किए। उन्हें उनकी उपज की सही कीमत मिले, इसके लिए भी कई कदम उठाए। इन्फ्रास्ट्रक्चर को बेहतर किया, MSP बढ़ाई। इससे उपज के पिछले कई रिकॉर्ड टूट गए है। देश की मंडियों को ई-नाम योजना से जोड़कर किसानों को अपनी उपज कहीं भी बेचने का प्लेटफॉर्म दिया। कृषि मंडियों पर करोड़ों रुपए खर्च किए। पहले के मुकाबले देश का कृषि बजट 5 गुना बढ़ गया है।

हम छोटे किसानों के फायदे के लिए तीनों कृषि कानून लाए थे

मोदी ने कहा कि किसानों की ताकत बढ़ाने के लिए दस हजार एफपीओ किसान उद्पादक संगठन बनाने की भी प्लनिंग है, इस पर 7 हजार करोड़ रुपए का फंड खर्च किए जा रहे हैं। हमने क्रॉप लोन बढ़ा दिया। यानी हमारी सरकार किसानों के हित में लगातार एक के बाद एक कदम उठाती जा रही है। पूरी ईमानदारी से काम कर रही है। साथियों किसानों की इसी अभियान में देश में तीन कृषि कानून लाए गए थे। देश के किसानों को खासकर छोटे किसानों को फायदा हो। यह मांग देश में लंबे समय से होती रही थी। पहले भी कई सरकारों ने इस पर मंथन किया था। इस बार भी संसद में चर्चा हुई मंथन हुआ और यह कानून लाए गए। देश में अनेक किसान संगठनों ने इसका संमर्थन किया। मैं आज उन सभी का बहुत-बहुत आभारी हूं। धन्यवाद करता हूं।

हमारी सरकार किसानों के लिए खासकर छोटे किसानों के हित में पूरी सत्य निष्ठा से किसानों के प्रति पूर्ण समर्पण भाव से यह कानून लेकर आई थी, लेकिन यह हम अपने प्रयासों के बावजूद कुछ किसानों को समझा नहीं पाए। हम पूरी विनम्रता से किसानों को समझाते रहे। बातचीत भी होती रही। हमने किसानों को समझने में कोई कसर नहीं छोड़ी। कानून के जिन प्रावधानों पर उन्हें एतराज था, उन्हें सरकार बदलने को तैयार हो गई। साथियों आज गुरु नानक देवजी का पवित्र पर्व है। यह समय किसी को दोष देने का नही है। मैं आज यह पूरे देश को यह बताने आया हूं कि हमने तीनों कृषि कानून वापस लेने का फैसला किया है। इसी महीने हम कानूनों को वापस लेने की प्रक्रिया पूरी कर देंगे।

तीनों कृषि कानून, जिनके खिलाफ आंदोलन कर रहे थे किसान​​​​​​​

1. कृषक उपज व्यापार और वाणिज्य (संवर्धन और सरलीकरण) विधेयक 2020

इस कानून में एक ऐसा इकोसिस्टम बनाने का प्रावधान है, जहां किसानों और कारोबारियों को मंडी के बाहर फसल बेचने की आजादी होगी। कानून में राज्य के अंदर और दो राज्यों के बीच कारोबार को बढ़ावा देने की बात कही गई है। साथ ही मार्केटिंग और ट्रांसपोर्टेशन का खर्च कम करने की बात भी इस कानून में है।

2. कृषक (सशक्तिकरण-संरक्षण) कीमत आशसन और कृषि सेवा पर करार विधेयक 2020

इस कानून में कृषि करारों (एग्रीकल्चर एग्रीमेंट) पर नेशनल फ्रेमवर्क का प्रावधान किया गया है। ये कृषि उत्पादों की बिक्री, फार्म सेवाओं, कृषि बिजनेस फर्म, प्रोसेसर्स, थोक और खुदरा विक्रेताओं और निर्यातकों के साथ किसानों को जोड़ता है। इसके साथ किसानों को क्वालिटी वाले बीज की आपूर्ति करना, फसल स्वास्थ्य की निगरानी, कर्ज की सुविधा और फसल बीमा की सुविधा देने की बात इस कानून में है।

3. आवश्यक वस्तु (संशोधन) विधेयक 2020

इस कानून में अनाज, दलहन, तिलहन, खाद्य तेल, प्याज और आलू को आवश्यक वस्तुओं की लिस्ट से हटाने का प्रावधान है। सरकार के मुताबिक, इससे किसानों को उनकी फसल की सही कीमत मिल सकेगी, क्योंकि बाजार में कॉम्पिटीशन बढ़ेगा।

Modi's 18-minute address focused on farmers

The three new agricultural laws were approved by the Lok Sabha on September 17, 2020. The President signed the proposal of the three laws on 27 September. Since then, farmers' organizations started agitation against agricultural laws. For the last one year, the farmers were staging a sit-in on the border of Delhi. Modi's address on Prakash Parv began at 9 am. This was his 11th message to the country during the Corona era. This time his entire emphasis of 18 minutes was on the farmers.

Started off with best wishes for the festival of lights

Guru Nanak Dev Ji has said that life is successful only by adopting the path of service in the world. Our government is engaged in making the life of the countrymen easier with this service spirit. India is trying to realize the dreams that many generations wanted to see come true.

Farmers welfare top priority

The Prime Minister said- I have seen very closely the problems and challenges of the farmers. When the country gave me an opportunity to serve the country as the Prime Minister in 2014, we gave top priority to farmers' welfare. Many people are unaware that 80 out of 100 farmers of the country are small farmers. They have less than 2 hectares of land. Their number is more than 10 crores. The basis of his life is this small piece of land.

Modi said that these farmers support their families from this land, so to overcome the problems of small farmers of the country, all-round work was done on market, insurance, seeds and savings. We provided facilities like Neem Coated Urea and Soil Health Card to the farmers with good quality seeds. These efforts increased production. We have connected more and more farmers with the crop insurance scheme. In the last four years, farmers brothers and sisters have received compensation of more than one lakh crores.

PM said- We also brought insurance and pension facilities for small farmers. Keeping in mind their facilities, we directly transferred one lakh 62 thousand crore rupees to their accounts. To ensure that they get the right price for their produce, many steps were also taken. Improved infrastructure, increased MSP. Due to this, many previous records of yield have been broken. By connecting the mandis of the country with the e-NAM scheme, farmers were given a platform to sell their produce anywhere. Crores of rupees were spent on agricultural markets. The agriculture budget of the country has increased 5 times as compared to earlier.

We had brought all the three agricultural laws for the benefit of small farmers.

Modi said that to increase the power of farmers, there is also a plan to form ten thousand FPO Kisan Udpadak Sangathan, a fund of Rs 7 thousand crore is being spent on this. We increased the crop loan. That is, our government is continuously taking one step after the other in the interest of the farmers. Working sincerely. In this campaign of fellow farmers, three agricultural laws were brought in the country. The farmers of the country, especially the small farmers, should be benefited. This demand had been going on in the country for a long time. Earlier also many governments had brainstormed on this. This time also, there was a discussion in the Parliament, there was a churn and these laws were brought. Many farmer organizations in the country supported it. All three agricultural laws, against which the farmers were agitating

1. Farmer's Produce Trade and Commerce (Promotion and Facilitation) Bill 2020
There is a provision in this law to create such an ecosystem, where farmers and traders will have the freedom to sell crops outside the mandi. The law seeks to promote intra-state and inter-state trade. Along with this, the matter of reducing the cost of marketing and transportation is also in this law.

2. Farmer (Empowerment-Protection) Price Hope

Agreement on Residence and Agricultural Services Bill 2020

In this law, a provision has been made for the National Framework on Agriculture Agreements. It connects farmers with sales of agricultural products, farm services, agribusiness firms, processors, wholesalers and retailers and exporters. Along with this, there is talk of supplying quality seeds to the farmers, monitoring of crop health, facility of credit and facility of crop insurance in this law.

3. The Essential Commodities (Amendment) Bill 2020
In this law, there is a provision to remove cereals, pulses, oilseeds, edible oils, onions and potatoes from the list of essential commodities. According to the government, this will enable farmers to get the right price for their crops, as the competition in the market will increase.
