प्रधानमंत्री ने 'मेक इन इंडिया फॉर द वर्ल्ड' विषय पर डीपीआईआईटी वेबिनार को संबोधित किया

प्रधानमंत्री श्री नरेन्द्र मोदी ने आज उद्योग एवं आंतरिक व्यापार संवर्धन विभाग (डीपीआईआईटी) द्वारा आयोजित बजट - उपरांत वेबिनार को संबोधित किया। यह प्रधानमंत्री द्वारा संबोधित आठवां बजट - उपरांत वेबिनार है। वेबिनार की थीम 'मेक इन इंडिया फॉर द वर्ल्ड' थी।

प्रधानमंत्री ने कहा कि बजट में आत्मनिर्भर भारत और मेक इन इंडिया के लिए कई महत्वपूर्ण प्रावधान हैं। उन्होंने कहा कि यह स्वीकार्य नहीं है कि भारत जैसा देश केवल एक बाजार बनकर रह जाए। उन्होंने मेक इन इंडिया के  अत्यधिक महत्व पर जोर देते हुए महामारी और अन्य अनिश्चितताओं के दौरान आपूर्ति श्रृंखला में व्यवधान की ओर इशारा किया। दूसरी ओर, प्रधानमंत्री ने कहा कि युवा और प्रतिभाशाली आबादी के जनसांख्यिकीय लाभांश, लोकतांत्रिक व्यवस्था, प्राकृतिक संसाधनों जैसे सकारात्मक कारकों के बल पर हमें दृढ़ संकल्प के साथ मेक इन इंडिया की ओर बढ़ने के लिए प्रोत्साहित  होना चाहिए। उन्होंने जीरो डिफेक्ट-जीरो इफेक्ट मैन्युफैक्चरिंग के अपने आह्वान का भी जिक्र किया जिसका उन्होंने लाल किले की प्राचीर  से शंखनाद किया था। उन्होंने कहा कि अगर हम राष्ट्रीय सुरक्षा के  परिदृश्य में देखें तो आत्मनिर्भर भारत और भी महत्वपूर्ण है।

प्रधानमंत्री ने कहा कि दुनिया भारत को एक मैन्युफैक्चरिंग पावरहाउस के रूप में देख रही है। उन्होंने कहा कि विनिर्माण, भारत के सकल घरेलू उत्पाद का 15 प्रतिशत है, लेकिन मेक इन इंडिया से पहले अनंत संभावनाएं हैं और हमें भारत में एक मजबूत विनिर्माण आधार बनाने के लिए पूरी ताकत से काम करना चाहिए।

प्रधानमंत्री ने सेमी-कंडक्टर और इलेक्ट्रिक वाहन जैसे क्षेत्रों में नई मांग और अवसरों का उदाहरण दिया, जहां निर्माताओं को विदेशी स्रोतों पर निर्भरता को दूर करने की भावना के साथ आगे बढ़ना चाहिए। उन्होंने कहा कि इसी तरह, स्टील और चिकित्सा उपकरणों जैसे क्षेत्रों में भी स्वदेशी विनिर्माण के लिए ध्यान केंद्रित करने की आवश्यकता है।

प्रधानमंत्री ने बाजार में उत्पाद की उपलब्धता और उसकी तुलना में भारत में बने उत्पाद की उपलब्धता के बीच अंतर के बारे में चर्चा की। उन्होंने अपनी निराशा को दोहराते हुए कहा कि भारत के विभिन्न त्योहारों के दौरान विदेशी प्रदाताओं द्वारा सामग्रियों की आपूर्ति की जाती है, जबकि वे स्थानीय निर्माताओं द्वारा आसानी से प्रदान की जा सकती हैं। उन्होंने इस बात पर भी जोर दिया कि 'वोकल फॉर लोकल' का दायरा दिवाली पर 'दीया' खरीदने से कहीं आगे जाता है। उन्होंने निजी क्षेत्र से अपने मार्केटिंग और ब्रांडिंग प्रयासों में  वोकल फॉर लोकल और आत्मनिर्भर भारत जैसे कारकों को आगे बढ़ाने के लिए कहा। उन्होंने कहा, "अपनी कंपनी के उत्पादों पर गर्व करें और अपने भारतीय ग्राहकों में भी गर्व की भावना पैदा करें। इसके लिए कुछ साझा ब्रांडिंग पर भी विचार किया जा सकता है।"

प्रधानमंत्री ने स्थानीय उत्पादों के लिए नए गंतव्य खोजने की आवश्यकता पर प्रकाश डाला। उन्होंने निजी क्षेत्र को  अनुसंधान एवं विकास पर खर्च बढ़ाने और अपने उत्पाद पोर्टफोलियो में विविधता लाने और अपग्रेड करने का आह्वान किया। 2023 को अंतर्राष्ट्रीय बाजरा वर्ष घोषित करने के बारे में, प्रधानमंत्री ने कहा, "दुनिया में बाजरा की मांग बढ़ रही है। विश्व बाजारों का अध्ययन करके, हमें अपनी मिलों को अधिकतम उत्पादन और पैकेजिंग के लिए पहले से तैयार करना चाहिए।"

प्रधानमंत्री ने खनन, कोयला और रक्षा जैसे क्षेत्रों के खुलने से नई संभावनाओं का जिक्र किया, प्रधानमंत्री ने प्रतिभागियों से नई रणनीति तैयार करने को कहा। उन्होंने कहा, "आपको वैश्विक मानकों को बनाए रखना होगा और आपको विश्व स्तर पर प्रतिस्पर्धा में आगे भी निकलना होगा।"

इस बजट में ऋण सुविधा और प्रौद्योगिकी उन्नयन के माध्यम से एमएसएमई को अत्यधिक महत्व दिया गया है। सरकार ने एमएसएमई के लिए 6,000 करोड़ रुपये के  कार्यक्रम की भी घोषणा की है।बजट में बड़े उद्योगों और एमएसएमई के लिए किसानों के लिए नए रेलवे लॉजिस्टिक्स उत्पादों को विकसित करने पर भी ध्यान केंद्रित किया गया है। डाक और रेलवे नेटवर्क के एकीकरण से छोटे उद्यमों और दूरदराज के क्षेत्रों में कनेक्टिविटी की समस्याओं का समाधान होगा। उन्होंने कहा कि पूर्वोत्तर क्षेत्र के लिए घोषित पीएम डिवाइन के मॉडल का उपयोग करके क्षेत्रीय विनिर्माण इको-सिस्टम सिस्टम को मजबूत किया जा सकता है। इसी तरह, विशेष आर्थिक क्षेत्र अधिनियम में सुधार से निर्यात को बढ़ावा मिलेगा।

श्री मोदी ने सुधारों के प्रभाव के बारे में भी विस्तार से बताया। उन्होंने कहा कि पीएलआई में बड़े पैमाने पर इलेक्ट्रॉनिक्स निर्माण के लिए दिसंबर 2021 में 1 लाख करोड़ रुपये के उत्पादन का लक्ष्य हासिल किया गया है। कई अन्य पीएलआई योजनाएं कार्यान्वयन के महत्वपूर्ण चरणों में हैं।

प्रधानमंत्री ने 25 हजार अनुपालनों को हटाने और लाइसेंसों के स्वत: नवीनीकरण के बारे में चर्चा की, जिससे अनुपालन संबंधी बोझ में उल्लेखनीय कमी आई है। इसी तरह, डिजिटलीकरण नियामक ढांचे में गति और पारदर्शिता लाता है। उन्होंने कहा, "कॉमन स्पाइस फॉर्म से लेकर नेशनल सिंगल विंडो सिस्टम से लेकर कंपनी स्थापित करने तक, अब आप हर कदम पर हमारे विकास के अनुकूल दृष्टिकोण को महसूस कर रहे हैं।"

प्रधानमंत्री ने विनिर्माण क्षेत्र की हस्तियों से कुछ क्षेत्रों को अपने हाथ में लेकर उसमें विदेशी निर्भरता को दूर करने के लिए काम करने का आह्वान किया। उन्होंने दोहराया कि इस तरह के वेबिनार बजट प्रावधानों के बेहतर परिणामों के लिए उचित, समय पर और निर्बाध कार्यान्वयन के लिए नीतियों को लागू करने में हितधारकों की आवाज को शामिल करने और एक सामूहिक दृष्टिकोण विकसित करने की दिशा में सरकार का एक अभूतपूर्व कदम हैं।

The Prime Minister, Shri Narendra Modi, today addressed a post-budget webinar organized by the Department for Promotion of Industry and Internal Trade (DPIIT). This is the 8th post-budget webinar addressed by the Prime Minister. The theme of the webinar was 'Make in India for the world'.

The Prime Minister said that there are many important provisions in the budget for self-reliant India and Make in India. He said that it is not acceptable that a country like India should remain only a market. He pointed to the disruption in the supply chain during the pandemic and other uncertainties, emphasizing the utmost importance of Make in India. On the other hand, the Prime Minister said that on the strength of positive factors like demographic dividend, democratic system, natural resources of young and talented population, we should be encouraged to move towards Make in India with determination. He also referred to his call for zero defect-zero effect manufacturing which he concocted from the ramparts of the Red Fort. He said that self-reliant India is even more important if we look at the scenario of national security.

The Prime Minister said that the world is looking at India as a manufacturing powerhouse. He said that manufacturing accounts for 15 per cent of India's GDP, but before Make in India, there are endless possibilities and we should work with all our might to create a strong manufacturing base in India.

The Prime Minister cited the new demand and opportunities in sectors such as semi-conductors and electric vehicles, where manufacturers should move forward with the spirit of eliminating dependence on foreign sources. Similarly, there is a need to focus for indigenous manufacturing in sectors such as steel and medical devices, he added.

The Prime Minister discussed the difference between the availability of a product in the market and the availability of a product made in India in comparison. He reiterated his disappointment that the materials are supplied by foreign providers during various festivals of India, whereas they can be easily provided by local manufacturers. He also emphasized that the scope of 'Vocal for Local' goes far beyond buying 'Diya' on Diwali. He asked the private sector to pursue factors such as Vocal for Local and Self-reliant India in their marketing and branding efforts. "Be proud of your company's products and instill a sense of pride in your Indian customers. Some common branding can also be considered for this," he added.

The Prime Minister highlighted the need to find new destinations for local products. He called upon the private sector to increase spending on R&D and diversify and upgrade its product portfolio. On declaring 2023 as the International Year of Millets, the Prime Minister said, "The demand for millets is increasing in the world. By studying the world markets, we should prepare our mills in advance for maximum production and packaging."

The Prime Minister mentioned the new possibilities with the opening up of sectors like mining, coal and defence, the Prime Minister asked the participants to devise a new strategy. "You have to maintain global standards and you have to compete globally," he said.

In this budget, utmost importance has been given to MSMEs through credit facilities and technology up-gradation. The government has also announced a program of Rs 6,000 crore for MSMEs. The budget also focused on developing new railway logistics products for large industries and farmers for MSMEs. The integration of postal and railway networks will solve connectivity problems in small enterprises and remote areas. He said that the regional manufacturing eco-system system can be strengthened by using the model of PM Divine announced for the North Eastern Region. Similarly, reforms in the Special Economic Zones Act will boost exports.

Shri Modi also elaborated on the impact of the reforms. He said that the target of generating Rs 1 lakh crore has been achieved in December 2021 for large scale electronics manufacturing in PLI. Several other PLI schemes are in critical stages of implementation.
